chore(listing): drop the "comment scoring runs on device" claim from the description

The extension description (Chrome Web Store summary) ended with
"（コメント採点はすべて端末内で処理）" / "with local, on-device comment
scoring". Removed everywhere it was repeated:

- extension/_locales/{ja,en}/messages.json ext_desc
- the Summary and Detailed description to paste in the store runbooks (en/ja)
- store image copy in scripts/generate-store-assets.mjs (subtitles and the
  "Locally scored" sample comments)

The privacy statements (no chat text sent to an external server, no remote
code) and the privacy policy are unchanged.
