How can we setup UI to view linked-notes in a vertical scroll pane?

The idea is to view notes that are backlinked to selected/highlighted sections, of a vertically scrolling PDF, in a vertical pane located left or right of the PDF — in a scrolling style that is the same or similar to that designed in the Notebook Navigator plugin.
The UI setup establishes a view of first-tier notes, in the first scrolling pane, that are linked directly to the viewed PDF. These be considered annotations (without being directly written on the PDF and just highlighted).
The next tier of notes would be a commentary, summarization or expansion on the annotation tier and are linked to one or more of the first tier notes. This pane would also be viewable in the same way as the first tier.
I have not tried to make Notebook Navigator work in this way because I suspect it cannot be configured to achieve this mode of viewing and working but happy to be proved otherwise or if someone has another solution.
If a third tier, and a third vertical scrolling pane, was desired these level notes could link to other sources. Of course the second tier could also be used to link to other sources. Meta data could be used to display the second and third tier notes within their source contexts — so, when opening the PDF the panes display in their relative tiers and when viewing a YouTube video, for example, the connections back to the second or third tier linking back to the PDF's first tier would be clearly viewed.
Being able to scroll-sync the various linked notes could be workable but would require nuance in the UI setup capability. But certainly it would make sense to scroll-sync the first tier direct links with the location of the text highlighted in the PDF source.
Thoughts on how to achieve this or similar appreciated by everyone 🙏👍
